Innovations

The Community Health Facilities Fund (CHFF) was formed in 1992 through the efforts of leaders in the mental health sector managing the shift from institutionalization to community based care. There was a large and growing need for capital to pay for this transition to community based care. At the same time, the New Jersey based Robert Wood Johnson Foundation (RWJ) identified these same challenges. There was a glaring need for innovative and cost effective approaches to fund these enormous unmet capital needs. With the formation of CHFF, the industry came together with the seed capital provided by the Robert Wood Johnson Foundation to generate innovative funding mechanisms. Funding came in the form of two Program Related Investments (PRI) from RWJ totaling $9.2 million to be repaid with interest over 25 years. In 2017 the remaining portion of the PRI was converted to a grant for additional capacity building and technical support initiatives. With a clear focus on innovation and scalability, CHFF created several innovative methods to provide access to cost effective capital for behavioral health providers across the country including the following:

Based on the experience of CHFF personnel in making and servicing loans, and in providing technical assistance, CHFF has the expertise to offer financial sustainability expertise relevant to ongoing operations as well as mergers.
